That photo (when clicked and enlarged) is like from the Chipolini book that I had when I was a kid. The police faces are very similar to the faces of the police fruits (I think they were oranges) their cheifs if I am not mistaken were baron Orange and markiz mandarin.
I find that it was an excelent book that should be republished.
