Bankrupt.

Looks like the treasury is out of cash. The Armenian finance ministry doesn't have enough assets to meet its obligations like the salaries of the state employees. This may be very dire. Even the KGB, perhaps the main tool of repression in the hands of the regime, has not been paid for the past one month. Their salary date is every 25-th of the month. They still haven't seen their paychecks for April.

How are these guys going to stay motivated to continue terrorizing the opposition and their supporters remains to be seen at this point. They will probably be given a big fat bonus to make up for this inconvenience when and if there is money in the treasury.
