A Mediamax agency exclusive interview with former Armenian President Robert Kocharian
Q. Mr. Kocharian, most of his last speech at a rally on July 4 Levon Ter-Petrosyan devoted to your criticism. What do you think, why was it?
A. It's the loser's complex speaking in him. After all, he has lost twice and he is not manly enough to lose with dignity. Besides, it's always convenient to direct his radicalism against a former president. In 1998 I did not do so, because I think such behavior is unworthy. This is a behavior of a small and angry man. Sometimes I feel sorry for him.
Q. It is obvious that the first President of Armenia showed an extremely hostile attitude towards you and transparent hints at the possibility of cooperating with the authorities under certain conditions. Do you think these are tactical moves, or a deliberate strategy?
A. I am sure, Levon Ter-Petrosyan is aware that he has irrevocably lost the elections. He thinks he lost to me but it is not so. As the then acting president, I only fulfilled my duty by protecting and restoring constitutional order in the country.
Ter-Petrosyan simply can not withdraw from the area of radical opposition. He will not be allowed by his owners and creditors. And radicalism should be targeted at something. So he is making an effort. Perhaps, it also seem to him that the authorities will like these actions and that way he will earn a forgiveness for the March 1 crime, and at the same time have the opportunity to freely cockscomb at rallies. It is a possible tactical calculation.
In terms of strategy I do not rule out that he continues to see me as his main political rival in future political battles. I think he once again is wrong - both in tactics and strategy.
Q. The address by Ter-Petrossian was full of flaws during your presidency. The point was that you destroyed everything that was possible to destroy. What do you say about that?
A. In the speech there is so much delirium that it does not make sense to provide an explanation for each item.Very soon a book with a set of factual material about the period of my presidency will be published. This will be pure statistics, without emotion. That will answer all the questions about the effectiveness of my work. Any country and any president can be proud of such pace of development . It would be amusing to publish the same book, based on evidence, about the period of Ter-Petrossian presidency. Let people compare. After all, he and HHSh did not leave a bright memory among people, did not build anything that could show today. They are the types who remain in history as effective destroyers. Sometimes Ter-Petrosian loses sense of proportion so that you begin to doubt his sanity. Perhaps his psyche simply does not stand up to stress.
Q. Perhaps there is a need from time to time to remind people that has been done and when? After all, those who are now 18-20 years old may simply not remember all this.
A. This is a question of responsibility and decency in politicians. By the way, not only the opposition. The temptation to lie to the youth may be among the authorities and the opposition.
I am curious about Ter-Petrossian's vision. When he takes part in rallies, where he is looking? After all, he does not see any new buildings erected during his reign. These simply do not exist in nature. Even if he only looks under his feet, he cannot not see that he is walking on good asphalt and well-lit streets. That there are more and more cars, and basically they are good foreign models. If he bothers to look up, then he will see the beautiful shop windows, cafes, restaurants and many more interesting things. If he makes an effort, he will remember that during his time none of that was there. The asphalt was broken, the streets were dark. I simply do not want to recall the shops, cafes and restaurants not to spoil the mood of our citizens.
Curiously, when members of his family and close ones walk on Northern Avenue, do they tell him about it? It's interesting also: does he go to Gyumri rally blindfolded or what? Amnesia and "poor vision" for a politician - this is almost a diagnosis.
Q. The press supporting Ter-Petrossian has consistently pursued the idea that you continue to rule the country.
A. This is complete nonsense. If this were the case, Ter-Petrosyan would have likely been put behind bars for criminality (by the way, I would have corrected my mistake of 1998). And certainly, President of Turkey would not have been invited to a soccer game in Yerevan.
The purpose of such publications is to create additional problems for the authorities . The countries must be managed by those who are responsible for it as written in the Constitution. The power and responsibility are inseparable and can not be in the shadow. This is my deep conviction.

Once and for all I'm convinced RK desperately needs psychiatric help. He seems to have so many problems, especially about his 'manliness.' And to think that this guy actually ruled a country for ten years!!!! I'm amazed Armenia survived his reign at all.
Seems pretty level-headed to me. You may disagree with his points, but there is nothing particularly abnormal in his logic.
Of course, we can deride, mock and poke fun of his baldness, his accent, his place of birth, his ethnicity, or a whole slew of personal characteristics which has become the standard method for the radicals...

Kocharyan, a former communist who did his career as a communist, a former HHSh, who then became a sworn member of dashnakcutyun (in Greece) but never announced about it, who cannot talk, cannot and hates to read (as he himself announced on several occasions), who repeated all the time that the people are idiots (“Zhoghovurd@ esh e” are his exact words), has already given up Karabagh by destroying all the diplomatic achievements and pushing NK out from the negotiations thus eliminating NK to almost nothing. We are getting now the results of his policy in the areas of conflict resolution, Armenia’s integration into (in fact, disintegration from) any processes a normal country would have been integrated to, in medieval provincial reality in Armenia where whoever has money can kill as many people as wishes by even just “driving” their cars, not speaking for anything they don’t like. And this is happening in a country where there was almost no crime at all, even during the war and blockade.
Regarding his psychiatric state of mind, one does not need a specialist to understand it, just looking on his face is enough: his real face looks like the picture of Dorian Gray, the picture itself.
Every time Kocharian speaks, he doesn't foget to remind the audience that he is the only man in the world. He also squeezes in a threat. This time he did not mention 'pull ears' or 'crack heads'. He was more polite and only said 'put behind bars' (նստեցնել).
He is a either a psychopath or a brute. Could be a combination of both.
Ռոբերտ Քոչարյանի պատասխանը Լեւոն Տեր-Պետրոսյանի հուլիսի 4-ի ելույթին` Շուշիի առաձնակի գումարտակի հրամանատար, գնդապետ Ժիրայր Սեֆիլյանին հիմք է տալիս ասել, որ Քոչարյանի հայտարարությունները ենթակա չեն մեկնաբանման:

Խոսելով «Մարտի 1-ի» մասին` Սեֆիլյանը հիշեցրեց, որ դեռեւս «Հայ կամավորականնրի միության» համաժողովի ընթացքում է ասել, որ այս վարչախումբն առանց արյուն թափելու չի հեռանալու. «Դժբախտաբար, այդպես էլ եղավ: Մարտի 1-ը այս իշխանությունների կարիերայի վերջակետն է»:
ՀՀ առաջին նախագահ Լեւոն Տեր-Պետրոսյանի ելույթներից հետո Ռոբերտ Քոչարյանը, արդեն հաստատված ավանդույթի համաձայն, ինքն է փորձում ինչ-որ կերպ պատասխանել իր հասցեին հնչած փաստարկված հիշատակումներին, քանի որ գործող իշխանության ներկայացուցիչներից որեւէ մեկը դա չի անում:
Գործող իշխանությունը հստակ հաշվարկել է, որ «Ռոբերտ Քոչարյան» բառակապակցության արծարծումը լրացուցիչ կրքեր է բորբոքում հանրության շրջանում: Երեկ էլ Քոչարյանը հարցազրույց է տվել «Մեդիամաքս» լրատվական գործակալությանը եւ անդրադարձել է բացառապես ՀՀ առաջին նախագահին: Հուլիսի 4-ի հանրահավաքում Լեւոն Տեր-Պետրոսյանի բերած որեւէ փաստարկ Քոչարյանը չի հերքել: Սակայն, մեղմ ասած, մի քանի ուշագրավ հայտարարություններ է արել: Օրինակ` լրագրողի այն դիտարկմանը, թե «Տեր-Պետրոսյանին աջակցող մամուլը հետեւողականորեն առաջ է տանում այն միտքը, թե դուք շարունակում եք կառավարել երկիրը», Քոչարյանը ցնցող պատասխան է տալիս. «Եթե դա այդպես լիներ, ապա Տեր-Պետրոսյանը, ամենայն հավանականությամբ, արդեն նստած կլիներ հանցավոր գործունեության համար (ի դեպ, դրանով ես կուղղեի 1998 թվականի իմ սխալը)»: Այսպիսի պատասխանը ցնցող է մի քանի տեսակետներից. նախ, եթե ինքը համոզված է, որ Տեր-Պետրոսյանը հանցավոր գործունեություն է վարել ու քրեական պատասխանատվության չի ենթարկվել, ապա Քոչարյանը հանցագործ է: Եթե նա գիտի, որ Տեր-Պետրոսյանը հանցավոր գործունեություն չի վարել ու ուզում է նրան «նստացնել», ապա կրկին Քոչարյանը հանցագործ է: Եւ վերջապես, ըստ օրենքի, այն, թե ով պետք է նստի, ով` ոչ, որոշում է դատարանը եւ ոչ թե Քոչարյանը: Իսկ վերջինս, փաստորեն, խոստովանեց, որ ինքն է անցած տասը տարիներին որոշել, թե ով է նստելու, ով` ոչ: Թերեւս ակնհայտ է դառնում, թե ով է որոշել, որ Վազգեն Սարգսյանն ու Կարեն Դեմիրճյանը չպետք է ապրեն, որ Պողոս Պողոսյանը չպետք է ապրի, որ Արծրուն Մարգարյանը երկու կրակոցով «ինքնասպան» պետք է լինի եւ այլն, եւ այսպես շարունակ: Շուտով Հայաստանում իրոք միայն դատարանները կսկսեն որոշել, թե ով է նստելու, ով` ոչ: Բայց կարող է այնպես ստացվել, որ բժիշկների տված խիստ հիմնավոր փաստաթղթի հիման վրա դատարանը որոշի, որ Քոչարյանին դատ չի հասնում: Ինչեւէ, Քոչարյանը նաեւ ասել է, որ եթե իրականում ինքը կառավարեր երկիրը, ապա Թուրքիայի նախագահը չէր հրավիրվի Հայաստան` ֆուտբոլային հանդիպմանը ներկա լինելու համար: Սրանով էլ Քոչարյանը փորձում է սահմանազատել Սերժ Սարգսյանին իրենից, քանի որ ինքն էլ է գիտակցում իր գոյության վատ ազդեցությունը Սերժ Սարգսյանի վրա: Քոչարյանը հարցազրույցում փորձ է արել հիշեցնել այն մասին, որ իր օրոք Երեւանը ասֆալտապատվել է, փողոցները լուսավորվել են, լիքը խանութ-մանութ, կաֆե-մաֆե է հայտնվել, էլիտար շենքեր են կառուցվել եւ այլն: Միեւնույն ժամանակ, քաջ գիտակցելով, որ իր այս արդեն ձանձրալի դարձած լոլոները որեւէ կերպ չեն ազդում ներքաղաքական իրավիճակի վրա, նա որոշել է գիրք տպագրել այս ամենի մասին: Այլ կերպ ասած, շուտով մեր գրախանութներում կհայտնվի թերեւս օգտակար ձեռնարկ էլեկտրիկների եւ ասֆալտ փռողների համար, որտեղ մանրամասն կբացատրվի, թե ինչպես կարելի է փողոցներ ասֆալտապատել ու լուսավորել պատերազմի ավարտից 10 տարի հետո, բայց այնտեղ չի լինի անգամ ակնարկ, թե ինչու չեն ասֆալտապատվել ու լուսավորվել Ստեփանակերտի փողոցները, երբ Ղարաբաղը ղեկավարում էր Ռոբերտ Քոչարյանը:
This is simply another occasion to wonder whether Kocharian being the former president of Armenia belongs to the "Actual Set of Realities."
I think we should give some credit to Kocharyan.

Unfortunately we will not be able to enjoy much, the book is going to be as he puts it "pure statistics, without emotion."
I think over the past 10 years he became a Master of Numbers. Even without emotions it should be a great laugh. I can't wait to read it. it will be enough material for a new blog.
I've been noticing a sudden spike in pro-Qocharyan/anti-Levon rhetoric online in recent days. This coupled w/the teletubbies video on nazarian's stalker blog leads me to believe that our intelligence services have finally discovered the internets. Fantastic.
As for the interview itself, as always it makes absolutely no sense. He derides HHSh for destroying everything yet he was a part of it at the time. He takes credit for Armenia not being cold or dark anymore, yet had nothing to do with with the either the recovery of heat or electricity. He touts economic growth which started in '94 and not in '98 as he'd like us to believe.
And two other things stand out. Chiefly, he confirms what Levon's been saying for 10 months, essentially that people are jailed not based on the criminal code or law but because of president's orders. And another thing, he's discovered a new way to measure growth: the per capita number of cafes, restaurants, shops, foreign cars and tasteless new buildings. According to this statistic, he indeed is the greatest president ever on the face of this Earth.

Remember when Kocharian said he had no interest in retirement? And now suddenly he's "writing a book"? I think that's the clearest indication that he was expecting that Prime Minister job, or at least a cushy Gazprom position, neither of which he's got: basically he's simply out of work right now.
As far as the rhetoric upsurge that "me" mentions, I have a feeling that a lot of comments are by the same poster under different names. If you read the comments closely, not only the points made but the phrases used and the speech rhythms in the comments are very similar each time. So either it's one person, or it's several reading from the same script.

The slogan was used during the Spanish Civil War
Even if some think (want) to imitate Armenian civil war by using (I would say misusing) the slogan, they have to use the other slogan to match the historical logic of the slogan - which is "pasaremos" (we will pass).
Anyway, I will suggest better describing historical (made)slogan: "We are the Fifth Column"
