I wouldn't call Setrakian or Serj sad creatures. Serj is a dictator and seems quite happy. Setrakian... I don't know about him. In the video he looks like a brown-noser but beyond his behavior over Melkonian, I have had very little interest about him.
we all know about SS and his funniness, as for Setrakian, he is a typical AGBU guy, a man with no firm attitude about anything in armenian life, a brown-noser, a school-seller, a faraway "patriot" who doesnot believe in armed struggle (or any kind of struggle other than reach society tea parties and stupid gatherings)... so this video is a strange and good merge between a backward dictatorship and a phony humanist
this org and its ppl are all very PRO-turGAY. and very very ANTI-Hayastan. to them Hayastan is a distant memory of their ancestors and is now all about turGAY

To answer the question posed in the first entry in this thread, the video is funny because of Serzh's transparently awkward attempt at making casual conversation. He fails in the same exact way when he tries to play statesman at European meetings, or, to be precise, he doesn't try to play statesman, he just sits there quietly like the dorky guy at a junior high dance, except what he really is, is a mafia-connected, Russian-trained agent who's been made the President of Armenia because he follows everything that they tell him, so, now, when he's in meetings with people, he doesn't have anything to say because all he knows is how to follow rules and kill his human instincts.
That's the complaint of most bureaucratized state agencies: their tests always select for rule-following dipshits, never for people who think for themselves. And Serzh is a painfully obvious example of how the complaint is justified.
If you've ever been to a small-town carnival shooting-range, then you know what Serzh does. He goes back and forth, and every time you shoot him, there's a "ding," and he turns around. Get three "dings" and you win a prize. Don't worry, the dummy won't do anything the rails he's attached to don't approve of. Nice and predictable.

I was thinking of him as an automaton--the kind where if you put a nickel in, then he'll perform...
